Launched in September 2006, The Trust is a company limited by guarantee and a registered charity. The Trust is governed currently by eight trustees, drawn from education, business and the third sector. They play a central role in shaping the overall direction and policy of the Trust's investments, activities and interventions.

The Trust requires an income of £150,000 for each of its first five years, in order to deliver its prospectus, including premises, resources and salaries for a small team. The clear ambition is to draw in major funding over the longer-term, in order to meet fully its stated aims. The Trust's ability to attract funding streams and develop its own earning potential will need to be realised within the first three years in order that it can grant-aid activities and projects, in particular to support disadvantaged learners. As the Trust's national reputation is established, it will seek to maximise mutual benefits with major funders, whilst safeguarding its own independence.

Evaluation of the Trust's work
The impact and reach of the Trust's work is to be evaluated by an independent contractor. This evaluation will help shape future directions and development.

The Trust envisages establishing National Chartermark models in its provision for learners; activities will be locally delivered by professionals and volunteers. Pilot schemes will begin in a number of inner-urban locations. Partnerships and contracts with local authorities and other bodies will be important for the long-term, sustained development and success of these activities.
